National Election Committee's Unwavering Position Contributing to Democratic Election in the Kingdom of Cambodia

PHNOM PENH: Following the 1993 Constituent Assembly Elections organized by the United Nations Transitional Authority in Cambodia (UNTAC), Cambodia has committed to organizing, administering and managing the elections on its own to ensure the independence, sovereignty, peace and neutrality in accordance with the principle of multi-party liberal democracy as stipulated in the Constitution of the Kingdom of Cambodia.

In this spirit, the National Election Committee (NEC), an independent body, was established on 30 January 1998 with the authorities in organizing, administering and managing the elections in Cambodia.

As of the present, the NEC has organized, administered and managed 17 times of both general and non- general elections in accordance with the Constitution of the Kingdom of Cambodia, the principle of multi- party liberal democracy, and the applicable election laws, with the overwhelming participation of eligible voters, compared to the democracies in the region and the world. This result reflects the will and choice of the Cambodian people who own the destiny of their country.

The NEC, in the current term, would like to express its deep gratitude and appreciation for the invaluable achievements of the NEC accomplished in the previous term, and it is worth preserving these legacies as experiences for NEC at all terms, as well as the election officials at all levels by applying the experiences as a basis for better management, administration and improvement of the upcoming elections in order to keep elevating the multi-party liberal democracy, the rule of law, peace and national development

After taking the office on 14 December 2023, the new NEC commissioners shall continue their mission in accordance with the Constitution of the Kingdom of Cambodia in organizing, administering and managing the two forthcoming non-general elections in 2024, including the Senate Election. The 5th Legislature and the Election of Capital, Provincial, Municipal, District and Khan Councils, the 4 mandate, as determined by the laws.

With the commitment of the new NEC commissioners, together with the management teams of the NEC General Secretariat and the specialized officials at all levels, the experienced assistants on technical tasks, we strongly believe that we will successfully organize the two non-general elections' as promised by H.E. Mr. Prach Chan, the NEC Chairman, on n the occasion of his inaugural Indeed, although none of general elections to be held between 2024 and 2026, the NEC still perform its duties, such as updating the annual voter lists, strengthening the institutional work, governance, and capacity building of all technical officials in the pursuit of the needs of respective work and the development of digital technology, Industry 4.0 to respond to the current situation as well as in the future towards the conduct of General Election of Commune Sangkat Councils, the 6th Mandate, 2027 and the Election of Members of the National Assembly Election, the 8th Legislative, 2028.

The newly appointed NEC commissioners don't have any choice but to embrace its mission well, to hold free and fair elections and accepted by voters and stakeholders in accordance with Constitution of the Kingdom of Cambodia, electoral laws, regulations and procedures for the election, which is the commitment and unwavering position for contributing to democratic election in the Kingdom of Cambodia.
